Vance says it then ATTEMPTS walk it back:

Bash: “You just said that this is a story that you created. So, the eating dogs and cats thing is not accurate?”
“I say that we're creating a story, meaning we're creating the American media focusing on it,” Vance clarified.
In other words he made it up.

It amazes me that he makes it up, admits to it, tries to walk it back, and then puts the blame on the media for not picking up the lie as if it is the truth.
