I don't think *any* country could be in that bad a shape, certainly not the U.K. currently! ๐Ÿ˜‚ That painter was being a little bit overly dramatic. I wonder if they were going for undertones, as one does, and were planning to paint the top notes over the red, but then decided "Hm, I kind of like that." ๐Ÿค” That's what it looks like to me.

Guessing, but I think the whole thing is meant to portray him as a "Climate Superhero".
eg. The world is burning but here comes our hero. Look! Even the butterflies love him.

You know, I think I see the story now, maybe. (?)

The focus is on Charles' face, Charles the human.

And his uniform, symbolizing royalty itself -- his royalty fades into the background (which is a violent mess) but the butterfly is meant to symbolize Charles coming out of his cocoon, and it's his humanity that the painter wanted to focus on, his face and his humanity.

Maybe that's it? Charles the man vs. Charles the king?

The portrait still looks hellish to me. If the butterfly is meant to represent the Kingโ€™s devotion to the environment as postulated by Stuey, I think it looks like the world is on fire due to climate change. ๐Ÿ”ฅ
