Yes, absolutely on both those points.
He can get around the confirmation process through what are know as 'recess appointments', which allow a President to make temporary appointments when the Senate has adjourned so important roles can be filled quickly when the Senate is on a break.
This article is a good explanation. Other administrations (GWB for example) have used and abused the circumvention to ram through appointments.

Yes, I do believe Turdmp has been studying, Putin, Orban, Jong Un, Erdogan, Duerte, Bibi and you even hear some things he says that can attributed to some of them (the "Killing drug dealers" thing is from Duerte for example).
And this nepotistic gifting of his loyal minions to juicy appointments is right out of that book for sure.
If they're confirmed, I doubt any of this first wave of idiots lasts through 2025 before he cans them.
Just saying I'm hopeful of their incompetence.
