I don't think they can just send msgs to anyone they would need to give the numbers to get pre-approved before they can send msgs the owner of said numbers would be contacted & asked if the person can send msgs - ik that's how it works here in Scotland
That said I'd hazard a guess if someone is sending msgs to intimidate or threaten someone its more than likely gonna be a device/sim that's been smuggled in

@ecksmc so he just called back. He doesn't see any indication the number was called. But this weird number looks like some internet generated number.
Do you recognize this type of number? Thx
