"I apologize" is not the same as "I'm sorry."
One means you acknowledge you've done wrong; the other means you regret you've done wrong. 😊

Also, "I'm sorry you feel that way" is NOT an apology. It neither acknowledges any hurt caused nor indicates regret for any hurt caused.

"I'm sorry I made you feel that way" is what means you feel regret that you've unintentionally hurt someone.
