IMPORTANT QUESTION:
One of my neighbors just walked past me and said hello. She was wearing a dress with a sheer outer shell. As she climbed the steps to her door, I noticed the back of the skirt part of her dress was stuck up to her waist. While the sheer outer shell part of the dress was down appropriately, you could fully see her rear end through the sheer outer part.
Would a woman want a man she barely knows to call her attention to such a ... ahem ... "wardrobe malfunction?"

Nothing is outside the realm of possibility. Since you didn't stop and tell her, you may get a clue in her behavior going forward.
If it was a malfunction, she'll likely discover it, and be embarrassed in following encounters.
If it was intentional, the (ahem) relevatory experiences may escalate.
