@charlotteclymer The bill is designed to defeat legal challenges by red states. What it does is force states to recognize marriage certificates from other states regardless of the coupling.
From what a lawyer friend explained to me, if you force states to provide marriage certificates, they can challenge it on religious exemptions. This just forces them to recognize already existing paperwork which is more difficult for courts to overturn it.
