Shelters close during the day. That leaves libraries, parks, and transit stations that are available public spaces.
Hiding the problem from citizens isn't the same as fixing it. Houston is trying to do the former.
@Cosmichomicide the total lack of even trying to address the root problem of homelessness is what gets me - you beat up on people volunteering to help? If there's a hell, there's a special wing for this kind of behavior.
@altucker They have an abridged and amended Bible in Texas. The only thing in there is "don't be gay" and "buy as many guns as you want".
