Putin spends $400-500 million on missile strikes to knock out Ukraine's power grid for a few hours while cities deep in the heart of Russian Siberia don't even require bombings -- here's a complaint from the city of Tambov that they have electrcity for only a few hours/day for no apparent reason. Old folks and children freezing in unheated homes, plus there's no running water either.
