California has an early warning alert system that sends a message to an app on your phone to let you know you're about to feel shaking. It's location specific, so it won't do you any good in Florida (I've tried), but lots of media reports this afternoon that the alert system worked.

A major rockslide led to large boulders blocking part of I-8 near Ocotillo, CA. California Highway Patrols are directing traffic around the debris and part of the interstate is now closed due to the damage. #cawx #hurricanehilary
A 5.1 quake can cause minor to moderate damage to structures near the epicenter, especially older structures. It's not unusual for the epicenter to have a communicatons blackout until services are restored.
