Here's what will happen with the illegal immigrant expulsion program (or whatever nice-sounding name it gets).
The administration will set silly targets of "x people a month" for detention, and "y people a month" for deportation.
Chaos will then ensue, as meeting the quotas will cause all manner of legal residents to be caught up in the sweeps.
However, the "process" will be so capricious, that a lot of legal residents will end up being deported.
