The result would be that a corrupt and criminal President could run legally untouchable criminal syndicate out of the White House, and every one of his minions would be exempt from prosecution–as long as they stayed within the President's good graces. If they looked like 'flipping,' he could just withdraw his cloak of protection and send them (but not him) to jail.
