Peggy Noonan is a frivolous person who wrote a handful of speeches for Ronald Reagan back in the Eighties, full of lies and vapid rhetoric, and has been coasting on those fumes ever since.
She's not a person who has anything meaningful to say on substance, and what she has to say about style is thoroughly vitiated by her political biases and, shall we say, jealousy of anybody with more skill with language than she has.
