That's John Cipher's group. Although they did predict the 2022 invasion accurately, they were inaccurate on the outcomes.
The "sources inside Kremlin leadership" part of that article makes me very leery.
All that being said, I guarantee that any such chatter is being extensively researched and analyzed in at least half a dozen very large buildings in the DC area. And probably another dozen such buildings scattered throughout the EU/NATO nations.
