I think this is the strategy:
- Keep lowering the denominator to 425 by voting Present ((212 X 2) + 1)
- The Byron voters will have to decide to either stand their ground and allow Jeffreys to be elected or switch to McCarthy
- At least one of them will cave

That was the plan, but the 20 hold-outs won't bend, and the Dems definitely won't bend.
