"On Election Day, Civil Rights Division personnel will be available all day to receive questions and complaints from the public related to possible violations of federal voting rights laws. Josseli Barnica was told that it would be a "crime" to intervene in her miscarriage because the fetus still had cardiac activity. Forty hours after Barnica had arrived at the Texas hospital, physicians could not detect fetal cardiac activity.
