There is a very large and very friendly German Shepherd who lives across the street. His owners are slackers and he gets loose pretty frequently. He just wants to play with everyone he meets. His a****** owners just keep him chained up or locked in the backyard. As far as we can tell they never play with him or take him for walks. The only thing that keeps me from calling the authorities is that the pound would be worse. It makes us angry every time we hear him mournfully yipping or barking.

@DavidKMresists I wonder if discussing possibly buying him off of his owners might be an option, cause it sounds like he needs a home with active and interactive caring owners.

@PaganMother maybe, but when my wife offered to play with him during the day they moved him to the backyard where she couldn't see him. Except when he stands on his hind legs and looks hopefully over the fence.

@DavidKMresists They are ashamed of how they mistreat him. Try to approach them about purchasing him from an empathetic direction, some people end up with dogs that they don't have the tools to train or teach and end up neglecting them in this way.
