The elite ate swan as a status symbol. Doesn't mean they didn't also eat other things, but swan was big among the rich and powerful.

The regent (and AFAIK only the regent) has always been able to eat swans
@NorthernInvader eating swans fell out of style by the 18th century and it was made illegal in 1981 - so, Henry coulda had swan but Charles deffo can't ππ
