They need to run 24/7, go high speeds and have particular specs like ports for computer screens or doors that only open from the outside. Over the years I remember LTD's, Crown Victorias, Impalas and more recently Chargers, as the 'standard' police car.
I think police departments only have so many choices of cars that can do all of the above.

The thing I found most surprising doing ride-alongs in Cleveland was how many damned people didn't know what to do with flashing red and blues behind them. People pulling into oncoming traffic and stopping. People stopping in the middle of the road....It was nuts!
