@MarvelousMadi13 It is usually owners who want to "make a splash" or fall in love with one particular player and see him as the savior of the franchise.
As a result, the team ends up paying way over the odds for a player. Anything more than two first round picks is way too much.

Right now, the 49ers are without a first or second round pick because they traded a boatload of picks for Trey Lance. They were saved from ignominy by the unexpected success of Mr. Irrelevant, Brock Purdy.
Many moons ago Jerry Jones traded two first rounders for Joey Galloway and then watched as he ruptured an ACL in his first game.
