Putting this in Rumsfeld language, there are known knowns, there are unknown knowns, there are known unknowns, and there are unknown unknowns.
So arming teachers would be like knowing you have an unknown unknown (the shooter) going into a known unknown environment (the school) and then

rationalizing a defense based upon a supposedly systemic response (armed teacher cadre) to an unknown unknown environment (the school under attack) and then deciding that putting unknown unknowns (when the shit hits the fan in the actual shooting) with more unknown unknowns (how the armed teacher cadre responds under live fire conditions) and feeling like you’ve presidentially improved childhood safety in America.
