They decide the solution to both problems is pasta because it’s cheap and easy to make, and it’s already a staple in some parts of the country. So the fascist government builds pasta factories in regions where there were none before, including in Rome.”

The episode simplifies the full regional history, but it's absolutely true that fascist governments were (and are) hyper-focussed on what people "consume" (ideas and products) to ensure uniformity of outlook and cultivate a strong sense of identity.
That said, it's a neat episode! Worth a listen to reflect on how culture is "made" in our lives--and you get to decide how you like your Spaghetti all'Assassina, too. 😉🍝
