@ianthealy I have no idea. I guess I wasn’t thinking about the official declaration of war since we find ways to militarily kill and be killed by calling it something else.
@Lena_Tasi I don't think skirmishes count as war. War has to involve Congress or a hot finger on the nuclear football, doesn't it?
