This can happen with tsunamis also.
IIRC many people were killed in Crescent City, CA when suddenly the ocean withdrew and they went to check out the tidepools and shells. 4 waves hit the community, due to the 9.2 Alaskan earthquake in 1964. It essentially wiped out ALL of downtown Crescent City.
I hope the people in Florida understand and stay away.
