i think that Politico reported 40% down on encounters and that might be where the confusion is because that same 40% is mentioned in these reports, as well.
@Museek: Alas, most folks don't delve, and it's not unreasonable, because it's a complex issue and because government reports are written in legalese and long. Hence, executive summaries.

I think that in a true democracy that these arguments will occur on the regular. Realize that the economic system is NOT democratic, it is oligarchy based on greed as a foundation.
Greed of time.
Greed of facts.
Greed of surroundings.
Greed of choices.
Greed of universal control over others.
Greed of things.
All reflected in the greed of hoarding money unfettered.
And it is a good thing that greed does not sit well in diverse democracy. gotta keep workin on it.
