tl;dr It's much harder than you think. And basically to make a difference, Absolutely No.
Stealing a national election is well-nigh impossible.
Voter suppression doesn't really suppress voting, it just makes voters mad.

In 1998 Florida purged up to 100,000 legitimate Black voters. In 2000, its 4 electoral votes decided the presidential election.
