Demolition and salvaging efforts
Site surveys
Design, planning, and cost estimation
Modification of an already existing transportation system

But sure, go off and complain that 10 years is too long because it took 4-6 years from start to finish to build [insert bridge name here] because that's how long it took to physically build after ground breaking.

@Wbtphdjd exactly. You can make a case that a process is taking too long but you can't compare the time from first day of shovels in the ground to first car to the time to takes to demo, design, and rebuilt a previously existing structure.
