You guys realize that this bill is a double whammy right? Women are screwed because of the obvious, but anyone who would require a public defendant (read: poor people) are screwed too.
When the courts get gummed up with harassment lawsuits, these lawyers are going have even less time to spend on their cases.
You'll see a giant increase in burnout and people leaving the profession.
You'll see people stuck in jail who can't post bail for possibly double digit months, become normal.

The for profit prison system is super excited about this. If you don't mind profiting off a shitty situation, dropping money into stocks belonging to for profit prisons is a good way to make a pretty penny.
