Why do they put pictures of criminals up in the Post Office? What are we supposed to do... write to them? Why don't they just put their pictures on the postage stamps so the mailmen could look for them while they delivered the mail?

IIRC: Historically there was not millions of postal carriers delivering to every address in the nation. The Local Post office was the gathering place for all communications.
Then other corporations began offering communication options (telephone/telegraph, and then the internet and cell)
