In case this needs to be made clear to anyone: charter schools ARE public schools.

Not if they don't accept the whole of the public, in my mind.
@FireMonkey I can't vouch for every jurisdiction but the charter schools I've work with for the past 24 years were required to accept all who applied, up to their chartered capacity.
@FireMonkey Again I can't answer this question for all jurisdictions. For the 2 jurisdictions I've worked with, students and families are not charged tuition above the per-pupil allocation the chartering authority gives the school. The schools remained wholly public.
The only difference between the types of schools was the community/parents had more say and control in the curriculum of the school and how the school was managed -- within legal dictates, of course.
