Fire and Water in Puerto Rico.

Lots of FEMA money allocated since Maria 5 years ago - but little has been used, and Fiona showed how fragile the electrical grid is. Completely unreliable. Little has been done to decentralize and provide a robust system via renewable solar.

Water pumping stations have little backup power, even though $$ is there to purchase/rent generators, and diesel in short supply.

No fire, no water.
