@altucker I think he resigned with immediate effect, so it is done. That would leave his only option for returning to Congress as running in the special election to fill his vacancy, aiming that is how that vacancy is filled. Because he won re-election in an election that isn't yet certified he could possibly still be sworn in at the start of the next Congress after a brief resignation.

Then the House ethics report would await his return
