I am thinking about Fyodor Dostoevsky being sent to Siberia because his opposed Russia's corruption (Petrashevsky Circle). The Motherland is still in corruption's grip.

It's not a bug, it's a feature. If EVERYONE is corrupt, and everyone knows that everyone else knows they are corrupt, then no one can oppose the party/party leader. Step out of line and you can be sent to Siberia because of crimes that can be legitimately proved. They last thing they want is an ethical, competent underling.
