What we really need to do is drop the legitimization of terrorist groups. I'm so sick of trying to nail jello to the wall going after individual targets and terror cells while pretending that the helpless shrugs of the sponsor states are genuine.

Yes, let's pass some legislation to get rid of "Concept Wars" on things like terrorism and drugs that let political points be scored with troops and sidestep diplomacy in favor of bigly strong pronouncements.
Concept wars water down actual wars and allow the goalposts and allies to shift with political winds. That is what needs legislative censure and clarity.
