Prediction.
What I think will probably happen, with the whole tariffs thing. They will make a big deal about announcing them. It will get a lot of press. Then over the following months, as negotiations for exemptions go on. Very few will actually be implemented. But then huge announcements that they are working will come out.
It's just tariff theatre, like the war on drugs theater.
Or the TSA security theater.

@corlin I generally agree with your assessment. The Trumpians may use exemptions to reward loyalists, leverage the non-political, and punish perceived enemies. We may experience higher inflation (associated price increases and gouging), but the economic numbers will be cooked in Orwellian fashion.
