@Bix sounds like someone's idea of how to get people to cook their own meals, and buy more wholesome food. enforcement of more economic and health awareness.
i don't get the canned meat and fish though. that doesn't fit. sounds like someone's $$$ in that provision.

I'm sure that's the general notion ~ I presume the canned meat versus fresh is the idea that it's shelf-stable so lasts longer, but it's also more likely to have added salt (so less healthy), and ignores that people often freeze fresh meat.

1:1 swaps of whole wheat for other versions of things is relatively innocuous. But other elements ignore that time is often ALSO a resource people are short of.

It's certainly over-broad, and self-defeating on some fronts.

@CLManussier you can't accuse them of clear thinking. pretty typical.
