I believe there is evidence from ancient historians among them called Tacitus that said Nero blamed christians for the burning of Rome. Some historians believed Nero did this to evade blame as others believed he was ultimately responsible. Christians were thrown to half starved animals (not just lions) because its believed their religion was a convenient way to target a minority group that according to these historics accounts acted strangely.
There are historians who point out that technically, early christians were Jews who believed that the torah/old testament prophecy had been fulfilled. However, the folks that were burned, decapitated and torn by animals were publicly accused and identified by fellow citizens, Romans and Jews alike.
In a way @redenigma is also correct. Later the church helped elevate their persecution & martyrdom to equate spiritual salvation as a way of keeping those suffering under control.
