One might, for instance, be willing to squander $44B in order to achieve the political goal of silencing some voices while amplifying others. Or, less rationally, one simply might use economic leverage to sow chaos and exact revenge. We're not necessarily talking about well-informed, rational actors here who behave like other people, and trying to interpret events through a framework of economic rational choice is an idealization of the situation that's destined for failure.
It's lovely weather for a sleigh ride together, if you're into that sort of thing. But I'm not. I hate the cold! 🥶
