Working on a proposal.
We have five subcontractors.
We've sent the same forms to each. All but one have filled them out and returned them.
The last one keeps saying, "this looks like it needs to be filled out from your perspective".
Well, yes, the questions are phrased as if it's us responding... but we need y'all to give us that information. And it makes more sense for you to put that info into the form than for you to give it to us, and then make us put it in the form.

@tyghebright Sounds like it’s time to say, “Maybe another contractor will see things differently.”
Unfortunately not an option.
There's a limited number of companies that do this specific work.

@tyghebright @caaddison88 Examined grant proposals in a past job. Telling slow-pokes "All the other companies have submitted all NECESSARY paperwork to be considered" worked wonders. Got paperwork filled out and overnighted.
Almost exactly what I said that got them to stop pushing back.
"The other contractors have completed this and we just need it from you."
They've spent almost as much effort pushing back on doing this small piece of work as it will take to just do the thing.
