Yes, by definition.
But of course, we most often revert to the colloquial use of language which includes connotation and opinion to temper our choice of words.
With the example you cite, I would avoid the “criminal” term.
For TFG, I think it’s totally appropriate.

@AskTheDevil further, I expected Alfred to stick to formal definitions when he answered the earlier question about if…was a criminal. Was surprised that Alfred hedged his reply.
