I live in a dictatorship where there is a faux legislature that meets six months every two years, unless forced into more time by the dictator, known as “Governor”. The populace cannot introduce legislation through signature-based referendum or initiative. We are powerless to initiate change. It is a puppet Legislative body. My state -TEXAS.
