That's coming from a guy (me) who wants to (among other things) quantize trading on stock exchanges to a human-manageable timeframe, say an hour, to kill off high-frequency trading & eliminate most of the raison d'etre for algorithmic trading;
HFT is used to perpetrate economic parasitism, algorithmic trading distorts markets + has a destabilizing influence, & neither is necessary.
What I read was it would only apply to those making more than 100 million a year.

Part of that may be that you appear to have forgotten to include the opening quotation mark - and another is that the interpretation of sarcasm is largely left to the reader.
Maybe the average person will be able to intuit the intent better than me, but IDK.
