That's always what I assumed it was. But WTF is this word salad? Clearly some things are missing and/or garbled:

"Article 148: There will be fifteen amperage voltage sockets at twenty-foot spaces, evenly, providing nineteen amperes"

@estherschindler it was always presented as a joke in the 80s, but as an adult I looked back and figured it had to have been to do with making sure that someone read the contract instead of blowing it off and assuming it was boilerplate. I’ve seen so many people in professional spheres not bother to read important documents that….yeah that was smart.
