While it is legal to kill a wolf, it is absolutely not legal to torture him. Instead of rightfully arresting him, they slapped a $250 fine on him. @duglop Coyotes (Canis latrans) aren't endangered. In fact, they're listed as Least Concern by the IUCN, and their populations are believed to be increasing.
@IrelandTorin maybe instead of only reading one thing you should read what the whole thing is about to understand what's going on just a suggestion...
