here in Scotland it's free I have one in my kitchen and one i carry in my rucksack daily when out
if I use any I just take the empty back to chemist and get a new one or if the paramedics need calling they may take it
luckily I'm on the Scottish database for Naloxone so I can one anytime from any chemist that has it
even our Taxis carry them and drivers were trained in helping if they see someone in need

FTR it wasn't always like this
only in past 3+yrs the laws changed around carrying and using Naloxone
before it was an offence to have it and use it unless you were a medical expert/staff
even though I could get it from addiction orgs if I used it I could have been charged they warned everyone about that when they gave them out to people(they did do short training before on specific nights obvs)

The Harm Reduction classes teach the same.
In many states it is illegal to administer, so they say, call the paramedics, go ahead and use it and the paramedics will cover for you. And they do. Even the cops, will look the other way, if they find you using it.

something so simple that can save a life is illegal for most to use even though "the most" are more than likely on hand when it's needed

I carry Narcan, at all times. Both in my truck and in my bag.
In my life I have used it twice.
While doing semi-illegal, needle exchange. With a Harm Reduction Group.
This is fairly cheap, easy to learn how to use.
And definitely saves lives.
