I was watching the video of a police pursuit, and around 10 minutes in, you can hear a sergeant or senior officer ask, "What are you chasing him for?"
A long moment of silence, then, "Failure to yield". And the other officer didn't call them on it. You can't have a failure to yield or resisting arrest charge as the only charge. There has to have been an initial suspicion of criminal behavior before a person can break those laws.
