@misterfive not allowing smoking in indoor businesses is state law in a lot of places I think.
Yes, and that came about because people were concerned about the the health hazards of secondhand smoke. Same with seatbelt laws, and other public health measures. So saying people don't care cigarettes aren't safe is pretty disingenuous.
People were also very concerned about the health hazards of firsthand smoke, but outlawing cigarettes was never going to pass anywhere. But that's why there are warnings on packaging.

And you know, people did try banning that one, with much the same backlash, but slightly more success. There is a reason most indoor businesses don't allow smoking these days.
