Harm Reduction Works.
This is a proved fact.
It requires a change in laws, a lot of people and funding.
But if we spend even ¼ of what we do now on the "war on drugs", it could easily happen. Not only will many lives be saved. But the narco terrorist will lose, and that's a National Securty win.
