I just checked on my son’s ballot and my heart dropped seeing this.
I did some checking and it means they have accepted it and it’s ready to be counted on Election Day. Reddit saved me from a panic/outrage attack.
This wording is terribly confusing though.
Oh! You’ve successfully returned the ballot to them! Is he in PA?

In this case, it’s government bureaucracy and that term is older than we are. Sadly.
