BUT, "they need to find other work" reflects some privilege in that for many no other work is available. And I can't in good conscience refuse to pay for a service I used.
Consider that percentage is just going to be tacked onto your bill if they did pay more. So, if you can't afford to pay for your service....

Yet those studies show in controlled tests, service quality is the least driver of how people actually tip. Real drivers are race and sex (of the server and the customer), attractiveness, how much they touch you, whether they squat by the table, etc.
Quality of service was purposely manipulated in the tests and it didn't change the amounts,
